UTC is a more precise 'version' of GMT to put it simply. Current British time is GMT+1 also known as British Summer Time.
EvE time is UTC, previously GMT before UTC was introduced as the standard world-time.

Unfortunately some people get their bandwidth throttled in the evenings, (like me  ) and so downloading before 1600UTC means we can actually download it today. After 1600UTC (in UK at least) your bandwidth can get throttled by up to 90% if not more.

I found no patch on the site, and there's no patch-download starting when i try to log in. I allso tried running the repair tool to no help.
It will be automatic when the patch is ready. Just wait until the server comes online, then the client will download the new patch.
